Stephen Styles was an inmate at the Brooks County Jail in Quitman Georgia. He was tortured for hours and beaten, 5 cops were arrested including the captain, Scott Boutwell. Shields of Shame has obtained most of the investigative files and waiting on more as this case has spread to multiple agencies, counties and cities. This is a very large case. On Wednesday, September 14, 2016, at approximately 2:15 p.m., GBI SA JASON SEACRIST was located at the Brooks County Sheriff’s Office CID Annex, 1004 Holloway Drive, Quitman, Brooks County, Georgia, for the purpose of interviewing INMATE STEPHEN STYLES in regards to the present investigation.

It should be noted this is a general synopsis of the interview with INMATE STYLES. INMATE STYLES essentially stated the following:

SA SEACRIST asked INMATE STYLES if he was aware of why he was being interviewed. INMATE STYLES stated it was probably because of the incident that occurred with CAPTAIN BOUTWELL the prior week on Thursday, September 8, 2016.

SA SEACRIST asked if INMATE STYLES had any medical issues from the incident in the present investigation. INMATE STYLES indicated he had some back issues and that he was taking three Ibuprofen per day. INMATE STYLES also indicated that back issues were not major and were getting better. INMATE STYLES stated there were no other medical issues related to the incident. INMATE STYLES did indicate that he suffered from paranoid schizophrenia, but that he was taking his medication now. On September 6, 2016, INMATE STYLES had been to the doctor for congestion. The doctor gave INMATE STYLES three days off from his work detail to recuperate.

On Thursday, September 8, 2016, at approximately 9:30 a.m., INMATE STYLES was laying on his bunk when CAPTAIN BOUTWELL slapped his feet and said “get your ass up, we don’t lay down around here”. INMATE STYLES responded “mother fucker, doc gave me an excuse”. CAPTAIN BOUTWELL then ordered to “get him out of here”.

LT. COURTNEY GIDDENS was in the cell when this occurred. CAPTAIN BOUTWELL left INMATE STYLES’ cell and LT. GIDDENS helped get INMATE STYLES’ belongings together to take to the new cell. While LT. GIDDENS was helping, LT. GIDDENS called for another officer to assist, which ended up being OFFICER JIM PYLE.

As they entered the cell, LT. GIDDENS said that he was going into cell C5. OFFICER PYLE then stated that CAPTAIN BOUTWELL said to put INMATE STYLES in A block. INMATE STYLES explained that C block were normal cells with privileges and that A block was lock down cells with no privileges.

LT. GIDDENS then confirmed with CAPTAIN BOUTWELL that INMATE STYLES was supposed to go to A block. CAPTAIN BOUTWELL then came into INMATE STYLES’ view, and INMATE STYLES walked towards CAPTAIN BOUTWELL and asked to talk about the move. CAPTAIN BOUTWELL said he was done with INMATE STYLES. CAPTAIN BOUTWELL then ordered LT. GIDDENS and OFFICER PYLE to handcuff INMATE STYLES. INMATE STYLES then looked “cross” at CAPTAIN BOUTWELL. CAPTAIN BOUTWELL then started to take down INMATE STYLES, grabbing him around the eyes and the head and pulling him to the ground. Once INMATE STYLES was on the ground, CAPTAIN BOUTWELL began kneeing INMATE STYLES in the area of his right rib cage and kidneys. INMATE STYLES believed CAPTAIN BOUTWELL kneed him approximately six to ten times.

INMATE STYLES admitted that he was angry during the incident because CAPTAIN BOUTWELL was sending him to A block for what he believed was no reason. INMATE STYLES also noted that his paranoid schizophrenia can affect him in these situations, but added that he would not have touched CAPTAIN BOUTWELL. INMATE STYLES recalled being told to calm down while being restrained. INMATE STYLES admitted he was very mad, but also that CAPTAIN BOUTWELL was “talking a lot of trash”. LT. GIDDENS and OFFICER PYLE were not saying a lot because CAPTAIN BOUTWELL was doing most of the talking.

INMATE STYLES did not know why CAPTAIN BOUTWELL, LT. GIDDENS and OFFICER PYLE were trying to take him down to the ground. INMATE STYLES also did not remember LT. GIDDENS and OFFICE PYLE putting their hands on him. When asked why he did not go down to the ground when asked, INMATE STYLES stated he did not go flat on the ground because he did not want to get hurt when he landed on the concrete with his hands behind his back.

Once on the ground, CAPTAIN BOUTWELL was “mashing” INMATE STYLES, which INMATE STYLES explained to SA SEACRIST that he was putting pressure on INMATE STYLES’ head. CAPTAIN BOUTWELL was saying

and INMATE STYLES was saying “what you want me to do”. After Jail OFFICER TITANIA PROCTER arrived, CAPTAIN BOUTWELL told INMATE STYLES to lay flat. INMATE STYLES believed he could not lay flat at that time due to his position.

After the incident, INMATE STYLES was taken to the lock down cell in A dorm. INMATE STYLES remained handcuffed and was not given his mattress and blanket. Several hours after the incident, OFFICER PROCTER removed the handcuffs on INMATE STYLES. INMATE STYLES stated that the handcuffs were very tight and his hands were going numb. INMATE STYLES’ mattress and blanket were not brought to him until the next day.

SA SEACRIST played the jail surveillance video with INMATE STYLES. After reviewing the video, INMATE STYLES noted that he was more aggressive in the beginning of the situation than he remembered. INMATE STYLES noted that the remainder of the video was consistent with his memory.

TIMELINE

September 8, 2016: Incident of alleged excessive force by Captain Scott Boutwell occurs at Brooks County Jail. Boutwell reportedly knees inmate Stephen Styles, who is handcuffed and held down by other officers.

September 14, 2016: Sheriff Mike Dewey requests the GBI to investigate the incident. GBI Special Agent Jason Seacrist is assigned to the case. Initial interviews and evidence review begin, including surveillance footage of the incident.

April 6, 2017: District Attorney Brad Shealy advises that due to conflicts within the DA’s office, the case will be handled by Alapaha Circuit DA Dick Perryman. The case is expected to be presented to the Grand Jury in October 2017.

October 3, 2017: ADA Patrick Warren, assigned to the case, states that the Grand Jury presentation is postponed due to a plea agreement with the defendants’ attorneys.

January 5, 2018: ADA Patrick Warren informs that victim Walter Eller had died in state prison, possibly from being stabbed. Negotiations for plea agreements with defendants continue.

April 10, 2018: Scott Boutwell pleads guilty to three counts of misdemeanor battery and is sentenced to probation. He surrenders his Georgia P.O.S.T. certification. Negotiations with other defendants are ongoing.

July 23, 2018: ADA Patrick Warren reports that all remaining defendants, except one, have agreed to plea deals.

October 15, 2018: ADA Warren dismisses the warrant against Rina Griffin, who agrees to cooperate in judicial proceedings. Scheduling for remaining defendants to accept their pleas is underway.

October 30, 2019 ADA Register charges Boutwell under 1st and dismisses charges against the other cops

Sometime between then and now all are suspected to be decertified. This case is still being put together certs will be pulled at a later date.
