Melissa Gabrielle Wood: Hall County Investigator Fired for Personal Flock Searches — Seven Employees Gone
Hall County’s audit reviewed 758 searches, flagged 85, and reduced Flock access from 124 users to just 24. A September POST record still listed Wood in good standing after her firing.

September 2: tracking a person she knew
Hall County Sheriff’s Office fired property-crimes investigator Melissa Gabrielle Wood on September 2, 2026, after its Internal Affairs Unit found she had used the Flock Safety automated license plate reader system multiple times to locate a person personally known to her, without a legitimate law-enforcement purpose. The agency referred the matter to Georgia POST and the Hall County Solicitor for review. The initial announcement did not identify the person, specify the number of searches or announce criminal charges against Wood. An administrative finding is not a criminal conviction.

The agency-wide audit: 758 searches, 85 flagged
Hall County completed its audit September 4. According to Sheriff Gerald Couch’s statement, Internal Affairs reviewed 758 Flock searches and flagged 85 as anomalous or suspicious. The review led to three firings and four resignations. Hall County restricted access from 124 users to 24, an approximately 81% reduction. These are agency-wide totals, not Wood’s individual search count. The sheriff said the department made criminal referrals on all seven cases to the GBI or county solicitor; a referral does not establish that charges were filed.
A certification record two weeks behind the termination
The historical Georgia POST profile obtained by Shields of Shame and generated September 16 still identified Wood as in good standing and actively employed by Hall County, with no listed sanctions or investigations. The record documents 1,959 training hours, including surveillance, intelligence, search-warrant and CJIS instruction. No course explicitly titled Flock or ALPR privacy appears in the supplied review. That does not prove she received no agency-specific Flock training. The status discrepancy could reflect reporting or processing delays and should not be treated as current certification clearance.

What the training record shows
The earlier SOS review identified 40 hours of surveillance instruction in August 2025, 24 hours of advanced search-warrant instruction in August 2024, and CJIS Security Policy Awareness and Network Operator Training dated August 31, 2026, just two days before termination. Those dates warrant examination of training materials and user acknowledgments, but do not establish when the disputed searches occurred.
Related Hall County developments
Public reporting identifies the seven employees as Justin Brown, Michael Atkins, Jason Orellana, Taylor McArthur, Austin Flanagan, Melissa Wood and Brandon Sanders. Their individual conduct and legal status differ. On September 30, the GBI announced Brown’s arrest on two license-plate-reader misuse counts and two oath counts. That is a separate criminal case; it does not establish criminal charges against Wood.
