On Wednesday, May 12, 2021, Special Agents Megan Hirsch, Justin Jones, Quamere Rooks, and Stephen Pendergrass went to El Tejado Mexican Restaurant in Forsyth, Georgia after their Basic Agent Class. Justin Jones drove, and the others drank alcohol at the restaurant. They were later joined by Special Agents Eric White, Brandon Crocker, and GDC Special Agent Jason Cole. The group then went to Fox City Brewery Company, where all except Jones drank more alcohol. Hirsch and Rooks later engaged in sexual activity in Rooks’ vehicle in the Georgia Public Safety Training Center (GPSTC) parking lot, which was discovered by Special Agent Charlie Johnston. This incident led to an internal investigation by Director Fred Mays, who interviewed several agents, including those not in the Basic Agent Class. Hirsch later apologized, stating she trusted Rooks and felt she overreacted due to being drunk and emotional.
