This page is a breakdown of events that led to my (Billy Blume) civil rights being violated by the Lakeland Police Department and I am doing something about it!
In the early morning hours of 9.15.24 at 11:30 am on Sunday, a verbal argument took place with my son Jacob and his girlfriend AW. The girlfriend called 911, she did not request officers but the verbal argument continued while she was on the phone with 911. The dispatcher sent Lakeland Police Department officers to my residence to see what was going on due to the yelling in the background. This story is not about my son however I believe both of our civil liberties were violated that day as they arrested my son, took him to Lakeland Regional Hospital and simply dropped him off. My son returned home the next morning. There were no charges because there was no crime. They Baker Acted Jacob based on what they believe was a bi-polar disorder. Yes, they even stated in their interview.

The officers came in hot and ready to violate!
We are only covering the perspective of Kenneth Richard Vanderpool at this moment. A dedicated page for each officer that violated will have their own respective page with all of the details. I also sent requests to his previous employer. There is a LOT of work for me to do here so I can argue this case if need be. We will compare video with the investigation the Lakeland Police Department conducted. You may be surprised at how far they will go to protect their own!
The first interaction with Vanderpool was when I told my son the cops would beat him, this got Vanderpools attention fast as seen in the video clip below.
The bald headed cop is Justin Claxon badge 233. There will be a slight interaction with him later in the video. Its is worth mentioning out of all the cops on scene, we are only looking at Roberto Garibaldi and Kenneth Vanderpool. In preparation for drafting the lawsuit I want to avoid overburdening the court and jurors with non relevant information. We want to stick to the core facts.
Upon a closer look, it does not appear Vanderpool has his body cam active at this point in time on what they thought was a “violent” active scene Unless his body cam was in stealth mode.
In Kenneth Richard Vanderpools own words: “I didn’t know,
I didn’t know any of those people there. Al I knew is I went to an active, what I thought was an active violent scene according to the radio when I first pulled up.”
From AXON – Under the Camera section, tap the switch to the right of the Stealth Mode to change the setting. If the switch is toggled to the right, stealth mode on the camera is enabled: the camera will not beep or vibrate, regardless of other settings, and all camera lights are off. As Kenneth Richard Vanderpool passes by I continue to warn my son to shut up or they will beat him. I am using recent memory to make this assessment based on videos showing Lakeland Police Department officers beating 2 different individuals on two recent occasions. These videos can be viewed below just to keep things in perspective.

As I state the warning to my son “They will beat you boy” this caught the attention of Vanderpool. Vanderpool states
Vanderpool “hey, hey.. can you go on in the house?”
Billy “I have a first amendment right to sit on this private property sir”
Vanderpool “You don’t have a first amendment right to talk trash and say you’re gonna beat people”
Billy “I’m not talking trash”
Vanderpool “Yeah, you’re being recorded by this too”
Vanderpool references my filming for the first time and seems agitated by it, as he points to a body camera that is not on! That’s why we have to film them folks!
Vanderpool “If you’re gonna sit there and say you’re gonna beat people, you are gonna leave this scene, because you’re antagonizing or you’re gonna go in the back of the car with him.”
He is what Kenneth Richard Vanderpool has to say about this encounter in his LPD interview.

Vanderpool’s BWC captures him saying to BB, “If you’re gonna sit there and say you’re gonna beat people you are going to leave the scene because you are antagonizing, or you’re going to go to the back of the car with him.”
This reference to Kenneth Richard Vanderpool having his body cam on is a solid reference.

Vanderpool was asked to explain this comment to BB. Vanderpool stated, “I didn’t know, I didn’t know any of those people there.
LPD made a claim that I added that voice over, without any forensics being performed on the video. I sent them the original video and yet to have heard back. Side note: Cops don’t answer our questions or concerns. They are too focused on making false narratives, gaslighting, copsplaining and lying. As we will see below as Kenneth Richard Vanderpool makes the second reference to me filming. He seems extremely aggravated by it, which is why he stated “Fuck you” Takes a few steps and then states “dick”
Yeah, they actually wrote this nonsense in the report! WILD!!

Lieutenant Wallace was asked if he had anything to say in regard to this investigation. He stated,
Wallace: “Ken, I think that you touched base on it, but I wanted to make sure it was clear. Did you know anybody at this residence.”
Vanderpool: “No.”
Wallace: “And you have never met them before?”
Vanderpool: “No.”
Wallace: “And there’s no indication on the video that you knew any of them prior to you even showing up, right?”
Vanderpool: “No.”
Wallace: “And I wanted to clarify, the video that Mr. Blume has submitted, he, did submit that as evidence in this case here?
Parker: “Yes.”
Wallace: “And that is also the video that he’s posted on YouTube on his own channel; is that right?
Parker: “Yes”Wallace: “I wanted to point out the question that was asked of, Officer Vanderpool, that was, it was the third question about, um, when Ken was walking away and he specifically says, Nobody cares that you’re recording that. And while he’s walking away in Mr. Blume’s video, that he has published on YouTube and submitted as evidence in this case, when you compare that to the BWC from everybody’s, um, cameras on the scene to his video, it’s absolutely clear that he has altered this video and fabricated evidence to, to make inflammatory comments, or any inflammatory narrative, that’s been posted publicly and now in Officer Vanderpool’s IA file that, uh, I do think that’s a bit concerning and whether or not his intentions here, are, are genuine. I just would like to point that out. And just specifically for the record, he’s actually,
Mr. Blume actually puts captions on that video and specifically said that Officer Vanderpool said, ‘Fuck you,” when he walked away”
Even this is a lie. here is the part of the YouTube video I published. Nothing was specifically stated! Just text on a screen.
Notice Wallace did not refer to Kenneth Richard Vanderpools body camera picking up what he said, even though they already stated his BWC picked up him stating “If you’re gonna sit there and say you’re gonna beat people…” just 50 seconds before he came back through and stated “Nobody cares that you record that”
Investigator’s Note: Billy Blume did not submit a video; in his complaint he tagged his YouTube Channel. The video on the thumb drive was copied from Blume’s YouTube Channel that he posted. (Without my Billy Blumes consent.) In Blume’s complaint he does not mention Vanderpool saying “Fuck you,” or called him a “Dick.” (Correct, I didn’t catch it until I used headphones during the edit of the YouTube video at a later time) Clearly, these words are heard on the video to make it appear Vanderpool said it. BWC indicates otherwise.

These are some real clowns, here is the initial email complaint, let’s play spot the lies! I never submitted anything into evidence other than 2 short clips. less than 25 mg in size to send through email, that show where I was wronged. A link to the video of the guy on the bike getting tased and I never gave permission to violate my copyright either! In fact at that time the video was not even posted, it didn’t get published until Sep 25, 2024 so up until then they had their body cam and a couple clips from me. They took it upon themselves to download the YouTube video themselves, I never told them to do that. The clips I sent were plenty! Same clips on this page.
