“Good day Mr. Castleberry,
Can you follow up on this? Your agency can’t restrict records and demand citizens pick the records up in person. I assure you the AG will agree.
Your ORC is acting in an official capacity even though she holds no state certification, she is acting under the color of law while potentially violating my civil rights under the first amendment, freedom of the press. I don’t expect you to know what that means so if you’d like I can have a judge explain it to you!
This is also a complaint on Bonnie Kudela, Bonnie promotes government events on her facebook page while displaying religious materials, she has images of all of your cops on there too, thanks. Saved me some open records requests. Her use of prior restraint is ridiculous. I have done thousands of requests at this point and not even one time that has happened.
Release the videos, a thumb drive is fine, I could make this really difficult, but I elected not to have you redact the pages, money is not an issue I promise you. I just want the videos, I will even redact them, I am an expert!
Now, I have found you have been a bad little agency, 19 decertified cops bro? WOW but I see why.
I will file a complaint with the Attorney General Friday August 2nd if you have not responded.”

Please review Attachment GA. Code 50-18-17 Right to access; timing; fees; denial of requests; impact of electronic records. The state law does not require us to send them, only make them available for inspection and I have done so. Also redactions is our responsibility.
In response to your other open records request there were no records found in relation to Marvin Mobley.

I asked you to escalate this to your supervisor, there is no passage that states what you said.
Again, escalate this to someone above you because you are not law enforcement!!!
Bonnie is demanding open records be picked upon person. They use email and mail during the course of their business and I have requested they mail me the records and per the open records laws I will remit payment if the fee is less than $500.
I am asking the attorney general look into this complaint

Moultrie, GA (August 29, 2022) – The GBI is investigating an officer involved shooting in Moultrie, GA. The Moultrie Police Department requested the GBI to conduct an independent investigation on Sunday, August 28, 2022. An officer was shot once. He was treated and has been released from the hospital.
Preliminary information indicates that on the evening of Saturday, August 27, Moultrie Police Department officers were attempting to serve arrest warrants on Glen Taylor, age 56, of Moultrie, who was staying at the Cocomo Inn & Suites on 1st Avenue in Moultrie. When attempting to make contact with Taylor at his room, Taylor allegedly fired a shot from inside the room, striking a Moultrie police officer. The officer returned fire before being taken to a local hospital for treatment for a single gunshot wound.
The rounds fired by the officer did not strike anyone. Officers retreated and secured the area. A SWAT Team and Negotiator responded and worked through the night and was able to secure Taylor’s surrender early Sunday morning. Taylor was arrested and taken to the Colquitt County Jail.
The GBI will conduct an independent investigation. Once the investigation is completed, the case file will be turned over to the Southern Judicial Circuit District Attorney’s office for review.
(Moultrie, GA) On Wednesday, July 3, 2019, the Georgia Bureau of Investigation was requested by the Moultrie Police Department to investigate an officer involved shooting.
Preliminary information indicates that Moultrie PD officers responded to a 911 call at 1402 West Boulevard, Moultrie, Georgia in reference to an individual, later identified as Bernard Lynn Patterson, age 50, threatening his father and a second individual with a knife. When officers arrived, Mr. Patterson confronted them with a deer rifle. Mr. Patterson pointed the rifle at officers several times. After hours of attempting to get him to put the gun down, he fired at least one round at the officers and they returned fire.
