Ahmed Sattar Ismael: Midville Police Encounter, Arrest and Georgia POST Records

Ahmed Sattar Ismael: From a Gas Station Encounter to a Burke County Arrest

A filmed encounter, a multiagency employment history, and a subsequent criminal investigation. The original investigative playbook and source records follow.

Latest verified case developments

On August 8, 2025, WRDW reported that Burke County authorities had arrested Midville Police Officer Ahmed Sattar Ismael following a reported domestic dispute. According to the sheriff’s account, investigators alleged that an audio recording captured threats, and the complainant reported a firearm being displayed during the argument. WRDW identified charges of terroristic threats and acts, pointing or aiming a gun at another, and third degree cruelty to children.

These are criminal allegations, not findings of guilt. The original incident report is linked below. We have not verified a later conviction, dismissal, sentencing outcome, or updated POST certification status. The July 11, 2025 POST document predates the arrest and cannot establish current standing.

The following source investigation retains the field reporting, videos, document trail, practical records requests and investigative methods. Any reference below to Ismael being in good standing is a description of the July 2025 POST record, not an assertion about his current status.

*Update* Ismael was arrested in Burke County on domestic violence charges. They made the body cam exempt but released the incident report

Teaching point: One sketchy traffic encounter + open records hustle = full career map.

Safety & Documentation First

Before you start chasing records:

  • Personal safety > confrontation. Document, don’t escalate.
  • Record immediately: dash cam, phone vid, audio memo (say date/time/location out loud).
  • Capture environment: business name (Gas Pro), pump#, signage, roadway direction, other vehicles.
  • Note your speed & posted limit (GPS overlay = credibility).
  • Preserve chain: Duplicate raw files; checksum/hash if litigation likely.

Humor break: If he’s pretending to be a cop, you’ve got a video. If he’s really a cop, you’ve got a video and probable new episode merch.

Build the Incident Capture Sheet

Create within 24 hrs while memory is fresh.

Fields: date • day of week • time window • road/milepost or GPS • business name/address (grab receipt!) • weather/lighting • your speed vs posted • vehicle description (mods, lights, antennas, tag) • driver appearance (rank pins?) • verbatim quotes • witnesses.

Use this to target records later (store CCTV windows, dispatch time brackets, etc.).

Calendar & Location Confirmation (Always Check the Day!)

Miss the date, miss the records.

  1. Write down what you think it was.
  2. Check calendar (Thu? Wed?).
  3. Pull dash cam timestamp; sync to local TZ.
  4. Cross w/ phone location history.
  5. In letters, give a time range buffer (e.g., 1900–2100 EDT) + alt date bracket if uncertain.

Create Your Evidence ID System

Keep sane. Use numeric blocks by agency.

BlockRangeExampleUse

Pro tip: Mirror IDs in file names & video edit bins.

Step 1: Confirm Identity Through POST / Certification Authority

Goal: Full legal name • POST ID • cert status • agency ladder.

Why Start Here?

  • Single record often lists every agency served.
  • Confirms officer was certified at moment of your incident.
  • Surfaces prior terminations or suspensions.

Ahmed Case Move

  • Requested GA POST record for “Ahmed S. Ismael.”
  • Response delivered Officer: AHMED SATTAR ISMAEL — Status: In Good Standing.
  • Employment history revealed terminations at RCSO (09/29/21) & Bryan Co SO (03/07/19) + other moves.

Step 2: Contact Every Agency in the Officer’s Work History

Extract agencies from POST → hit each with an ORR.

Ask for: personnel file • separation docs • IA/complaints • Garrity • discipline • Brady/Giglio • service photo • arrest activity.

Ahmed Example

  • RCSO: confirmed no longer employed; you pushed IA case 21‑07‑16; retention fight won.
  • Waynesboro PD: produced complaint/IA packet (motorcycle allegation; officer denial interview).
  • Midville PD: current Lt.; Chief Green responsive; pending discipline; POV strobe review; limited arrest history.
  • Bryan Co SO: claimed files lost in tornado (document red flag; seek backups via county HR/payroll, POST copies, insurer).

Step 3: Request Personnel, Discipline, and Vehicle Authorization Records

Trigger incident involved a personal vehicle w/ emergency‑style gear. Don’t stop at HR.

Request:

  • POV emergency equipment authorization forms.
  • Blue/red light permits under state law.
  • Use‑of‑POV duty policy.
  • Take‑home / off‑duty response rules.
  • Equipment inspection or compliance reports.

Ahmed Angle: Midville Chief said he’d inspect Lt. Ismael’s strobes for blue & follow up after discipline consult.

Step 4: Chase the Video – Dash Cam, BWC, Interview Tapes

Collect three sources:

  1. Your footage (dash / phone).
  2. Agency BWC / dash / CCTV.
  3. IA / Garrity interview recordings.

In Ahmed case: You have Gas Pro dash cam; RCSO coughed up IA BWC after pushback; Waynesboro/ Midville produced officer interview (motorcycle complaint) where Ismael denies damage.

Step 5: Retention Battles & How to Push Back

Agencies love: “Video purged.”

Your counter‑moves:

  • Demand statute cite (e.g., O.C.G.A. § 50‑18‑71(j)).
  • Demand actual retention schedule ID (ex: LG‑19‑092 Internal Investigations).
  • Ask if copy exported to IA before purge.
  • Request destruction log (date/method).
  • Offer to narrow timeframe; ask for stills if full video gone.
  • Remind: founded vs unfounded retention periods differ.

Ahmed Win: RCSO said BWC gone; you cited LG‑19‑092 → records suddenly found.

Step 6: Build an Employment & Discipline Timeline

Everything makes sense once plotted.

Columns: Start • End • Agency • Rank • Separation Type • Key Incidents • Discipline • Notes.

Step 7: Compare Policies Across Agencies

Recurring viewer question: “Can cops run blue strobes on their personal cars?” Answer: depends — state law + agency policy.

Collect:

  • Emergency lighting statutes.
  • Off‑duty ID requirements.
  • POV / take‑home vehicle policy.
  • Pursuit/speed exemptions.
  • Complaint intake procedures.

Step 8: Spot Patterns (Transfers After Trouble? Rehired Elsewhere?)

Watch for:

  • Short tenures.
  • Terminations → rehired nearby.
  • Repeat vehicle conduct complaints.
  • Unapproved training leave / time abuse.

Turn patterns into graphics; ask “Why did no one warn the next department?”

Step 9: Draft Your Story Angles

Angle A – “Unmarked or Unhinged?” Citizen spots hot‑rodded Charger running strobes; turns out to be Lt. in personal car.

Angle B – “Terminated… Twice… Still Wearing Bars.” What hiring filters failed?

Angle C – “Body Cams Never Die… If You Know the Retention Code.”

Angle D – “Did He Trash That Bike?” Complaint vs denial.

Angle E – “Training Vacation, No Permission.” Accountability gap.

Step 10: Publish Safely — Libel, Attribution, Redactions

Allegation ≠ Proven. Use careful language.

Safer phrasing ladder:

  • “Citizen alleges Lt. Ismael damaged a motorcycle.”
  • “Internal review found insufficient evidence.”
  • “Body cam shows contact; no discipline recorded.”

Redact: addresses • DOB • SSN • minors • VIN tail digits.
Attribute: “According to records produced by Waynesboro PD (ORR 07/11/25)…”

Georgia Open Records Act Mini‑Toolkit

Primary: O.C.G.A. § 50‑18‑70 et seq.

Practice keys:

  • Agency must respond within 3 business days (produce, set production date, or cite exemption).
  • Costs: Lowest paid qualified staff hourly + copy; request itemization; electronic preferred.
  • Segregate & redact; don’t withhold whole docs.
  • Ask for retention schedules; cite City of Atlanta v. Corey re: redaction duty.
  • Video: request native MP4 + metadata.
