RE: Internal Investigation regarding inmate Stephen Styles
On Tuesday September 13, 2016 at approximately 11:30 hours I met with Chief Deputy Joe Wheeler and Captain Jerry Miler at CDI and was advised that someone alleges that the Jail Administrator Captain Dewayne S. Boutwel assaulted an inmate who was handcuffed and laying on the floor at the detention center.
Captain Jerry Miler then submitted the following statement to me regarding his knowledge of this reported incident, and the following si his statement:

On Friday 09/09/2016 530 pm Capt. Jerry Miler received a phone cal from Mrs. Jackie Johns who is the secretary at the Brooks County Public works department. Johns advised me that her sister Anita Hill who is a Detention Officers at the Brooks County Jail needed to speak to me about an incident which had occurred at the Jail on Thursday 09/08/2016. I advised Johns to give her Anita my phone number and have her to give me a call. I asked Johns did she know what it was concerning or did she know what Anita saw at jail. Johns stated that Anita had told her that while she was at work on 09/08/2016, she was working main control. Anita states to her that she saw on the monitor and altercation between inmate Stephen Styles, Captain Boutwell, Lt. Giddens and Officer Pyles. In which she saw what she thought to be Capt. Boutwell kicking inmate Styles several times while inmate Styles was down on the floor and in Handcuffs. I told Johns to have Detention Officer Anita Hill call me.
On 9/12/2016 approximately 1120 pm | Capt. Jerry Miller spoke to Chief Deputy Joe Wheeler who was at home recovering from surgery. I told Chief Wheeler the information I had and what had been told to me about the incident involving inmate Styles. I also advised Chief Wheeler that I had not done any type of investigating or fact finding about the incident. Chief Wheeler instructed me to get with Captain Boutwell and ask him had there been an incident that had occurred involving inmate Styles. If there had to have Captain Boutwell get me a copy of any statements from the people involved and a copy of the video from the Jail Video monitoring system. Chief Wheeler advised me that he would be in the morning 09/13/2016 to review the statements and video and would make a determination as to how to proceed.
On 09/12/2016 at approximately 2:30pm | Capt. Jerry Miller Spoke to Captain Boutwell. I advised Boutwell that this was not an interview that I had instructions from Chief Wheeler and I needed to know what happened if anything during the incident involving inmate Stephen Styles, Lt Giddens Officer Pyles and yourself on last Thursday. Captain Boutwell stated the following:
Lt. Giddens, Officer Pyles and himself was doing a walk through check. Boutwell
advised that they went into E House which is the trustee cell. Boutwell says that there was three inmates in bed and he instructed them to get out of there bunks. Boutwell then stated he went upstairs in the pod making his checks. Boutwell went on to state that he then walked back down stairs and went into Stephen Styles room and Styles was still in bed. Boutwell advised that he reached down a thumped Styles on the foot. Boutwell states Styles look up at him and said “what the fuck do you want” Boutwell advised he said to Styles what did you say, and again according the Capt. Boutwell Styles stated “you heard me what the fuck do you
want. Boutwell advised that he told Styles that this conversation was over get up and get your stuff together you are going to A cell or lock down. Boutwell states he left LT. Giddens and Officer Pyles in the cell with Styles to make sure he got his stuff together and to move him to Lock down. Boutwell states he walk to the next cell to continue his checks. Captain Boutwell states that when he walked out of the cell back into the hallway Styles walk over toward him in an aggressive manner. Boutwell advised that L.t Giddens and Officer Pyles grabbed Styles and placed him across the table and handcuffed him. Boutwell Stated that after Styles was handcuffed s Styles made a motion with his mouth like he was going to spit in Boutwell Face. Captain Boutwell then stated that they Lt Giddens, Officer Pyles and himself grab Styles and placed him on the floor and during the time they were trying to get Styles on floor, Styles was resisting. Boutwell advised he told Styles several times to stop resisting. Boutwell advised once they got him under control they put him in A House. Iasked Boutwell did anytime during the time after Styles was placed in handcuffs and placed on the floor did anyone kick him or knee him. Boutwell stated that could have happened I don’t know I don’t remember what happened during that time. I asked Captain Boutwell if he could get me a copy of everyone’s statements who was involved in the incident and a copy of the Video from that time and that Camera. Boutwell said that he would.
On 09/12/2016 at approximately Captain Boutwell brought over to me at my office a yellow envelope that contained three typed statements and a video tape. They were statements of LT. Giddens, Officer Pyles and Sgt. Proctor.
On 09/12/2016 at 7:20pm | received a phone call Detention Officer Anita Hill. I told Hill that understand that she witness an incident when she was working main control on Thursday. Officer Hil stated that she did. I asked Hill had she wrote a statement and she said no not yet. I advised her to write a statement about what she saw and I will get it in the morning. Hill gave me a brief summary of what she had witnessed.
On 09/13/2016 at approximately 10:30 am I went to the Brooks County to pick up Anita Hill written Statement from Jackie John’s sister of Anita. Johns handed me a yellow envelope containing a two page hand written statement that was signed at the bottom Anita Hill.
On 09/13/2016 at approximately 11:30 | Capt. Jerry Mil met with Chief Deputy Joe Wheeler and gave him al statements and advised him that a copy of the video was being copy at the Jail and Capt. Boutwell would be bring it over in a little while.

I(Investigator Sergeant Eugene Owen) received instructions from Chief Deputy Wheeler to investigate an incident involving inmate# 6023 Stephen Styles that occurred at the Brooks County Detention Center on September 08, 2016 at approximately 09:10 hours. At that time I was provided with a DVD containing a video recording of the incident and a packet containing the following:
1) A jail incident/disciplinary report consisting of one page, which was completed and signed by Lieutenant Courtney Giddens.
2) A witness statement consisting of two pages, which was completed and signed by Officer Anita Hall.
3) A Brooks County Detention Center Incident Report consisting of one page, which was completed and signed by Sergeant Titania Proctor.
4) A jail operations incident report consisting of one page, which was completed and signed by Officer James Pyle.
Upon examining the above mentioned documents I discovered that an incident had in fact taken place on the above stated date at the above stated time.
Myself and Chief Deputy Wheeler then viewed the video recording of the incident and witnessed the following:
At approximately 09:11 hours Lieutenant Courtney Griffin, Officer James Pyle, and inmate Stephen Styles exited one of the dorms, believed to be E-Dorm, and entered into the hallway. Inmate Styles appeared to be carrying a rolled up bed matt. Inmate Styles placed the bed matt down on top of a rolling cart and stood beside the cart, holding onto the bed mat.
Lieutenant Giddens then entered A-Dorm for a few seconds and then returned into the hallway where he and inmate Styles engaged in a brief conversation. Lieutenant Giddens then walked down the hallway, away from in Styles. Lieutenant Giddens then returned after approximately thirty seconds holding an orange inmate jumpsuit. Lieutenant Giddens and inmate Styles engaged in conversation, as Lieutenant Giddens was pointing to the A-Dorm. Lieutenant Giddens and inmate Styles continued to converse as Lieutenant Giddens walked over to the cart and added the orange inmate jumpsuit with inmate Style’s property. Inmate Styles then observed Captain Boutwell walking inside A-Dorm and enter the C-Cell, and at that time inmate Styles left the hallway and attempted to enter the C-Cell with Captain Boutwell. Inmate Styles was stopped from entering C-Cell by both Captain Boutwell and Lieutenant Giddens. Inmate Styles was then escorted back into the hallway by Lieutenant Giddens. As he was being escorted back into the hallway, inmate Styles was pointing his finger at Captain Boutwell.
At that time both Officer Pyles and Lieutenant Giddens restrained inmate Styles with handcuffs. After being restrained with handcuffs, inmate Styles engaged ni conversation with Captain
Boutwell. Inmate Styles appeared to be upset and Captain Boutwell held his right hand up in a defensive manner. Both Lieutenant Giddens and Officer Pyles let go of inmate Styles as Lieutenant Giddens recovered the orange inmate jumpsuit. Inmate Styles was still conversing with Captain Boutwell as this was happening. Inmate Styles then walked over to Captain Boutwell and appeared to be saying something to him. Captain Boutwell pushed inmate Styles and Lieutenant Giddens put himself between them and grabbed ahold of inmate Styles and began walking him backwards away from Captain Boutwell.
As Lieutenant Giddens was attempting to back inmate Styles up against the wall in the hallway, Captain Boutwell reached around Lieutenant Giddens and grabbed inmate Styles by the jumpsuit near his neck with both hands. Lieutenant Giddens and Officer Pyle then got in between Captain Boutwell and inmate Styles and immediately moved inmate Styles into a corner of the hallway. Captain Boutwell then reached over Lieutenant Giddens’ right shoulder and grabbed inmate Styles by the face and head pulling him to the floor on top of Lieutenant Giddens. Once inmate Styles was lying face down on the floor and Lieutenant Giddens got out from under inmate Styles, Officer Piles secured inmate Styles’ legs as Lieutenant Giddens was securing his upper body. At that time Captain Boutwell was also at the upper part of inmate Styles’ body, by his head, and while holding inmate Styles’ left leg with his left hand, Captain Boutwell began delivering several blows to inmate Styles with his right knee. At that time Officer Titania Proctor arrived in the hallway and Officer Pyles let go of inmate Styles and got up off of the floor. After Officer Pyles let go of inmate Styles, Captain Boutwell delivered two more knee strikes that appeared to be to inmate Styles’ abdomen area. At that time officer Pyles and Lieutenant Giddens picked inmate Styles up off of the floor and Lieutenant Giddens escorted him into the A-Dorm without further incident.
There were no use of force reports attached with the documents that Ireceived and it is unknown whether or not inmate Styles received medical attention following the incident.
While reading the officer statements regarding this incident Idiscovered that Officer Anita Hil was the only officer who provided the details of the assault against inmate Styles by Captain Boutwell.
It should also be noted that at the time immediately prior to Captain Boutwell pushing inmate Styles, inmate Styles was walking towards Captain Boutwell, and it appeared as though the two of them were talking.
It should also be noted that during the time that inmate Styles was handcuffed with his hands behind his back and immediately after being handcuffed, Lieutenant Giddens and Officer Pyle were able to control inmate Styles, however Captain Boutwell then pushed inmate Styles and grabbed him around the upper torso area.
Even after inmate Styles was forced to the floor by Captain Boutwell, Captain Boutwell continued to use excessive force against inmate Styles by delivering a total of five (5) knee blows to what appeared to be inmate Styles’ abdomen/chest area.
Sergeant Proctor stated in her statement that Captain Boutwell kept saying to inmate Styles “stop resisting”, and inmate Styles kept responding “Im’ not resisting”.
It should also be noted that according to the statements from both Officer Pyle and Lieutenant Giddens, throughout the entire incident inmate Styles was using profane language towards Captain Boutwell.
