7.28.23 – So here we go again, another lawyer and another set of complaints! Look at these tyrants, first they violate the open records act on the phone and now fee’s designed to prevent open records from being obtained and to keep my story from being published. That is called prior restraint. The phone call with the mayor is too! Notice the CC email, Kristen Settlemire, the Assistant Attorney General of Georgia. The US Attorney is next! File the complaints guys, create a trail, it may do no good now but it will look so good in front of a judge later!!
Prior restraint refers to a governmental action that prevents materials from being published. It is a legal term used in the context of freedom of speech and the press. Prior restraint is censorship imposed, usually by a government or institution, that prohibits particular instances of expression. It is in contrast to censorship which occurs after the material has already been published or broadcast.

Today I called HCSO as a followup on my previous request. This time I was given an official email. It seems they are filtering Open Records Requests. The first request is now an open records violation ยง 50-18-71 (b) (1) (A) Agencies shall produce for inspection all records responsive to a request within a reasonable amount of time not to exceed three business days of receipt of a request
On July 20, 2023 I called the Hancock Sheriffs Office to obtain the open records custodian contact information ads it is not listed on the official website. Here is the initial call
The specific means by which a police department accepts requests under the Freedom of Information Act (FOIA) or similar state open records laws can vary significantly from one jurisdiction to another. As of my knowledge cutoff in September 2021, there’s no regulation or law that would prevent a police department from using an AOL email address or any other valid email address to receive such requests. The most important factor is not the specific email provider they use but whether they are responding to requests in a timely manner and in accordance with all relevant laws and regulations.
However, using a professional email address hosted on the agency’s domain (like info@policedepartment.gov) is generally considered best practice. It helps ensure a certain level of security and legitimacy that can be important when dealing with sensitive information, and it can be more trusted by the public.
So, while it is theoretically possible that a police department might use an AOL email address to accept open records requests, it would be a good idea to verify that this is in fact the official method before sending any sensitive requests or personal information. You might do this by calling the department directly or checking their official website.
