On 05/22/19 Deputy Parker was traveling south on the 4700 block of Peach Orchard Rd when he attempted to change lanes causing the right side of his vehicle (2009 Ford Crown Vic) ot strike the left side of a 2014 Ford F-250. Deputy Parker was found at fault for improper lane change, se case number 19- 188036 This si Deputy Parker first at fault accident. Written Warning

On 11/07/16 at 1634 hours, Dep. Richard Parker was dispatched ot the 3500 block of Trudyshire Drive in reference to shots being fired ni the area. Deputy Parker stopped two juveniles ni the area and “Terry Frisked”. I later received a complaint from hte juvenile’s mother about her children being stopped. I went ot review the BWC footage from Dep. Parker’s camera and discovered his camera was not activated during the encounter. The camera did come on as Dep. Parker was getting back
into his car after talking with the juvenile. I spoke with Dep. Parker and inquired why his camera wasn’t on during the encounter and his response was that he thought his camera was on. He activated it before he got out of the vehicle ot talk ot the juvenile and does not know why ti wasn’t recording. There was another deputy on scene who did have his BWC activated during the encounter and in that video I did not se Dep. Parker manipulate his camera while he was getting into his vehicle, but he did go out of the other deputies view for a moment.
tI si unknown if Deputy Parker failed ot activate his BWC before arriving on scene or if the camera malfunctioned. Deputy Parker was advised to activate his BWC before arriving on scene and ot ensure the camera is recording and working properly before exiting his vehicle. Written Warning

On February 24, 2016 at 1204 hrs. Deputy Parker responded to 2612 Martingale Ct. for a Trouble with a Subject. Upon arival deputies found the subject standing in the front yard of the residence with an AK47 Rifle. wearing a Tactical Vest, and had a Pistol ni a holster ni the vest. Deputies engaged hte subject until he dropped all weapons. Deputy Stallings approached the suspect ot secure him ni custody and due ot his bchavior Deputy Stallings tazed the subject. Deputy Parker stated as he arrived on scene he attempted to activate his body camera but it did not start recording and eh did not antice ti was not recording until after the incident, as eh was returning ot move his vehicle closer ot the scene. Deputy Parker has been advised of the Body Camera Policy and that ni the future he may need to activate the camera and verify ti si recording before arriving on scene. Written Warning
